"Terrorism: First Response" provides guidelines for the initial response to suspected terrorist incidents. It is designed for emergency responders who may be first on the scene. This timely video examines possible targets as well as likely terrorist devices, and shows how hazmat response protocols can be adapted to the terrorist incident. Basic elements of a disaster plan are outlined, including designating intervention personnel, profiling potential terrorist targets, agencies to notify for support, and dealing with mass casualties. Conducting initial size up to identify an incident as a terrorist attack is also explained.
Four categories of terrorist weapons are studied: explosive, chemical, biological, and radiological. The video tells what issues must be considered in sizing up the situation as well as establishing control zones, conducting search and rescue operations, treating victims, decontamination for radiological and chemical incidents, and using the incident command and unified command systems. Other topics covered include scene security, air monitoring, protective clothing, preserving evidence and keeping alert for secondary terrorist devices. "Terrorism: First Response" was filmed on location in California with the assistance of the Sacramento Fire Department as well as participating local, county, state and federal agencies. Included with the program is a Leader's Guide which will offer additional resources in preparing a training program, as well as discussion questions and ideas for classroom and field exercises. |
