About
the problem
There are over 2,000 maritime ports located in the United States, through which
about 95% of international cargo volume is transported as well as millions of
passengers each year. These ports are a likely target for terrorism, smuggling
and other criminal acts because of their vast size, location and proximity to
large cities, roadways, bridges and petro-chemical facilities. It is especially
important in today’s climate of uncertainty that personnel who work in
and around ports be trained to make security a part of their job.
About the program
"Maritime Security-Keeping Ports Safe" is a video-based training program
that offers awareness, prevention, and response training for dockside and shipside
workers and managers, security and port operations personnel, police and fire
officials, contractors, and others who may work at or near port facilities.
The program examines the major security issues faced by the maritime industry including petty thievery, grand larceny, smuggling of illegal goods and people, and the growing threat of terrorism. It also outlines common sense policies that both security and non-security employees can use on a daily basis to help keep ports secure.
Among the topics covered are gathering information, logging data, identifying suspicious activities, and calling for help. The program emphasizes the importance of maintaining an awareness of the surroundings, and recognizing when ‘something doesn’t look right.’ It examines the typical behavior of a criminal or terrorist who is setting up a crime, and offers ways that maritime businesses can secure their facilities to prevent crimes before they happen. Shipside and dockside workers learn correct response procedures in the event of a problem or potential problem.
Included with the purchase is a Model Procedures Guide that helps facilities and vessels conduct security assessments and set up security plans for the three MARSEC threat levels.
The program was filmed at the Ports of Houston and Galveston with the assistance of Carnival Cruise Lines, Clean Channels, the Houston Fire Department and the US Coast Guard.
